He teaches Administrative Law at the Faculty of Law at Sapienza University of Rome and is qualified as a Full Professor (Professor Ordinarius) in Administrative Law.


He has held the position of lecturer in Public Contract Law and Regulation at the Faculty of Law at LUISS University in Rome.

He has taught in Master's programs and PhD courses at various Italian and international universities.


He has conducted research in Italy and Spain, including serving as a researcher at ESADE University in Barcelona. He has authored three academic monographs and over one hundred articles and contributions, as well as edited volumes on topics related to Administrative Law, public contracts, and public-private partnerships.


He has been a lawyer since 1996 and has been authorized to practice before higher courts since 2010.


He co-founded the law firm Fidone - Linguiti with Attorney Linguiti, where he has practiced law since 2003.


is an expert in public contracting, public-private partnerships, and project financing.He has represented cases before the Regional Administrative Court (TAR) and the Council of State on behalf of public administrations and private enterprises. He has served as an arbitrator and defense attorney in arbitration panels and amicable settlement procedures. Additionally, he has defended major construction companies in bankruptcy proceedings before the Bankruptcy Court.


He has served as a consultant in public contracting for municipalities, including the Municipality of Rome, as well as for regions such as Puglia, Calabria, Lazio, and other public entities.


He is currently listed in the roster of university professors by the Bar Association of Rome. of Rome.


He is currently serving as a legal expert at the Ministry of Agricultural, Food and Forestry Policies (MASAF) in the area of public contracts and at the Ministry of Economy and Finance (MEF) – State General Accounting Department, in the area of public-private partnerships (PPP).


Until December 31, 2023, he served as a legal expert at the Presidency of the Council of Ministers, specifically within the mission structure for the Rationalization and Improvement of Regulation related to the National Recovery and Resilience Plan (PNRR). Until March 31, 2021, he was a legal expert at the Presidency of the Council of Ministers within the Investitalia mission structure.


He holds degrees in Law and Economics (both from Sapienza University of Rome) and has earned a Ph.D. in the Economics and Techniques of Project Finance from LUISS Guido Carli.
